Locke is a career thief, and resides in the ruins of Las Vegas. He is extremely good at what he does, enough so that he tends to be rather aloof, and occasionally, careless.

When not breaking windows or picking locks, he spends most of his time drinking at the Crossroader, gambling in New Vegas Casinos and trying to pick up women. Drinking is the only of those three he's good at.
